Both goalkeepers were called into action in the early exchanges, first when Mark Oxley kept out Jake Taylor's low effort, then at the other end as Luke Armstrong's snapshot was beaten away by Joseph Anang.
When Stevenage did manage to get the ball past Oxley through Brad Barry's 12th minute header, Connor Hall was perfectly placed to clear off the line.
The chances dried up for both teams, with Jamie Reid having the next opportunity in the 37th minute, getting in behind Warren Burrell only to see his finish blocked by Oxley and cleared by Ryan Fallowfield.
Town's best chance of the half came when right back Fallowfield delivered a low cross that Armstrong couldn't quite get enough contact on to divert between the posts.
Weaver handed a Harrogate Town league debut to Nathan Sheron at the break, the Summer arrival taking the place of Rory McArdle, with Burrell moving to centre back.
Simon Power and Danilo Orsi were introduced later in the half to try and find a way through Stevenage's stubborn rearguard.
Town's best chance of taking all three points came as Diamond bent a free kick towards goal, but Stevenage substitiute Luke Norris headed off the line to preserve his side a share of the points.
